Only up to a point, a very vaguely defined point, we understand our goals in democracy. This has been a strong case in India since we have been working under the many adverse shadows, even after throwing out the British colonialism and our tryst with destiny to a most profound authoritative system called, democracy. Was discovering the democracy sixty-four years back was a mania, a passion or even a kind of neurosis, without the slightest moral justification? I never wish anyone should think in this manner and take it like that; no explanation will ever convince them to settle collective wishes for common greater goods. With embedded resilience and appropriation of ideological and even sectarian new classes, Indian democracy has strengthened enough itself over the years to give ample room to Bentham’s utopia of happiness or Marx’s equitable socio-economic stake.
What we have a functional base for our democracy with a chequered proven record of comparatively peaceful transition of power but what we don’t have the volition for rock bottom segment. There have been always some underlying disagreements among the different classes-ofcourse, we too had broken off for even more than once, but interestingly never completely. Indeed, even those skirmishes were not the roistering moments-after all, we are still paying the price of over sobriety on Kashmir and extreme baffling with monstrous emergency era. Later after witnessing the most undemocratic ordeal, we realized and came out of slumber that the monstrosities are a mark of emotional imbalance rather than a lack of intelligence. Obviously, if someone has no confident I himself, it is because they sees themselves through others eyes even barring world’s vision that gives atleast some universal feeds.
I really scarcely know what our goals were, even can’t endorse whether they were adequate? I also don’t see either opulence or nattering in single magic line…we could have done otherwise as a nation? That we couldn’t, so now merely muttering that our collective obstinate trust turning swiftly into bitterness of hearts and wavering all around our system. The dwindling credibility from public institutions is not passable; it’s emphatically reflects the growing ostracizing from those who are in authority instead of performing on tall vows. In a sort of warring, common folks are on receiving end, theirs representation being hijacked by the hawkish thugs with pedigree of many questions marks on their integrity. Under a new fashion, impractically theirs ubiquitous entanglements on every matter have tarnishing the line made to delink the statecraft from manipulated street demonstration.
Present wave of corruption, that otherwise should have taken as serious governance flaws is unfortunately being considered as byproduct of coalition government by the Congress party with nerd citing towards the blind ambition of regional political forces. A nation like India can’t be run in this way-there is need of peoples connect as vital organ of governance and that’s alone possible through react practically instead of hanging with blurred tantrums and ending like cobweb. Governance must mean for public goodness and transparency, that can be only achieve through broader participation and electoral reform-that will too address and check the growing overlapping of jurisdictions among legislatures, executives and judiciary. Instead of shunning politics, peoples must see it as life and let entwine it with fairness through corrective measures-political process must have to throw the pedantic following for a bigger reform. This must start now to retrieve people’s faith in their political system…it must be in place very soon because world has already started seeing us with doubt. Thinning FDI in last few months and coverage of corruption by the western media, including Economist, which has a scripture like stature has summarily rejected the Indian growth story as “rotten”.
Peoples have to take ccare of politics but not through shambling convictions, the main concern here left with the role of loose talking by policy makers-the way Kaushik Basu has idealized the bribe on finance ministry website is indeed very shocking. This must be condemned as ethical violation from top on hierarchy…we needed peoples who can work, and not experts have only mastership of bawdy rhetoric’s. India is complex entity, here misadventures’ tolls high on human capital which is its true strength-we shall not take risk to jeopardize our edge as knowledge economy vis-à-vis China. China with much stricter and closer political system, has grown up fairly on governance and sizable income spread at bottom level. We shall not be envy merely; rather we should act for competency.
Our distortion of progressive elements which begun with the blockades in Communist movement and theirs balkanization as political entity did lot of harms in mainstream Indian politics and further in lessening of progressivism from collective psyche. Under changed ideals, except few core issues, there is little differences of perceptions among the rest political parties, that is matter of grave concern. The major stakeholders of Indian democracy must have to align with the dynamics and compelling changes to avoid the further nightmares. Culprits must be nail to sabotage their glamour’s and misuse of trust& authority…nation can’t be run by the uncivil foes, it exactly needs characters like Caesar’s wife!

And third types of minds have straight binding with unconventional wealth creation under the soothing company of crony clicks…thanks to Raghuram C Rajan, atleast he could see the potential of these networked peoples after spending time in Indian government and avidly counting the billionaires from Forbes list.
Exponential rise of force imagination with developmental planks must be substituted by the meticulously woven hypothesis suitable to the humanistic instead of cronies hell world. Time is ripe now for responsible minds to show the faith in societal adaptability with human development in place of chasing the endless greed’s of materialism. Although materialism has to stay with the philosophers imagined by Karl Marx, on whom the broader task of reckoning and changing the social action would rest. Burden of escaping the twilight of the nation have to be carry out again by the mass action, unless that happen, chances are likely that theirs representative will keep fading his own position and on idea called the nation. Endless curses of the nation have damaged the innocent expectations under the rude hammer of opportunism…in the bleeding state, this nation is crying for a makeover instead of universalization of contagious rogue called corruption!

Edge of being Bihar!
Defying all the tantrums of reactionary opposition, Nitish Kumar led NDA’s upscaled victory trounced even all the preordained forecast about the Bihar’s poll. Nitish, gifted yet a meticulous leader in mainline politics is among few statesmen today who elude spontaneous outpouring and never let allow any manipulation in the figure of speech. This is marked shift in the leadership inside Bihar, where sardonic demonstration of Lalu Yadav-Rabri Devi and theirs Cabinet have been crisped as an indictment for state and in general for the fate of its oppressed peoples.
What Nitish and his government have done most remarkable in last five years was, complete clampdown on political criminals-both inside the party and outside of it. In same encouraging but rapt press conference, he attributed the mandate for aspirations of mass Bihari-besides, it was indeed heartening to see the way he raised his task for more empowered and prosperous Bihar and ruling out any ambition for highest executive rank with mentioning the suggestions made by Ramchandra Guha. No inanity for victory was a clear departure from RJD-LJP style wild saas!
The champion of trivia against the real issues, Lalu Yadav and Ram Vilas Paswan were put on toes, with abysmal legislative presence and end of theirs rational in politics, now have entitled them not more than figurehead in theirs respective parties. Now, Mr. Yadav’s positions is very downsized in Bihar, overt rebellion of close ranks and especially of infamous relatives leaves ominous sign for any further revival of his fortune. His detrimental attitude of rule, had completely demolished the organic aspirations of development from 1990to 2005-quest for new Bihar started with a pursuit of scrubbing the maligned impressions under the honest efforts of Nitish Kumar.
Almost extinction of left parties could be co-related to theirs internal strife and lack of proper working plan in Bihar. Fallen grace of Congress is the outcome of its active stakeholding during the wild eras {1990-2005} and its corrupt legacies nourished under the appointed observers from Delhi. Certainly, the party could do much better without the crony mentoring of party observer, Mukul Wasnik, who spent most of time in distorting the local leadership with flawed favourism in ticket distribution…sycophancy is chant of gone era, atleast now that must embarrass its central leaders and family in command.
On the day of verdict, I received first few lines from Ramchandra Guha “Thanks for this good news, your state under the abled leadership of Nitish Babu deserves it…”- his excitement and constructive support of media/intellectuals have given Nitish Kumar an ample thumbs up for victory. As he is already on track for new maneuverings to give Bihar all supplements that was lost during the dark years-here, a delicate policy on investment would be required to tap the fine infrastructure in state. Coal linkage is certainly a major impediment in Bihar’s way but this time government is better equipped with resilient mandate from all side to negotiate the contentious matters with centre more profoundly.
Bihar could be a hub of services and agro-processed processed industries with abundant raw materials and very competent human resources. Working in this emerged Bihar would be an edge for early participant from industry; impetus which the state promises of good governance and inclusive development-most scarce qualities in present time. With unlimited potential from all side, Bihar is ready to receive the advances of positive engagement with growth agents…in next five years; Nitish Kumar government has golden time to shape the balance future for state and at next for the nation. As always, wind of change in Indian politics shall come from Bihar-after many years, expected is all positive for a new lease of life to political profession. Time is exactly conducive to play big shot by Nitish Kumar…what Bihar needs now…

Development-Essential theme for Bihar
The Bihar Legislative Election of 2010 is going to be remarkable on many counts; especially it would leave a high shot ground for acid test among the peoples of this state. Aspirations that led to ending of fifteen years parochial rule during the 2005 election and succession of a trusted man called Nitish Kumar is still very much resonant and relentless for completion of turnaround in the Bihar. The three spoiler stakeholder in Bihar politics since 1990-Congress, Lalu Prasad Yadav and Ramvilas Paswan accounted for irreparable socio-economic losses that completely broken the soul of this region and forced to camouflage the state into a mockery institution.
Peoples were dragged to clown status under the black sordid political state of affairs…hopelessness were as rampant as loss of opportunities inside the state-institutional proposals like opening of IIM in Patna used to be ridiculed by non the other than Chief Minister Lalu Prasad Yadav; crime had overt patronization from CM office and enterprises under this Dickensian collaboration were fixed ransom and other inhumane trade.
The pseudo assertion of social justice flashed much in start during the early nineties when simultaneously Mr.Yadav has started demeaning the party structure for a lethal nexus of caste and religion. Surprisingly, in spite of partial treatment to Muslim-Yadav combine and staggering statistics in terms of their representation, plight of common folks from these communities as well didn’t remain indifferent from rest of oppressed Bihari. Power and prestige used to be the prerogative of either the close one from kinship or die-hard sycophants without having personal character for judgment between right or wrong.
Caste remained a factor in the politics of Bihar albeit it was never so blind folded before the nineties…worst of all, confusion among the Communist brigade and theirs parasiteness over Congress finally consumed their impressive base in north and middle Bihar that fuelled the situation further. Their’s stake didn’t remain the same again after the mid nineties…meanwhile once a sporadic performer in state, BJP emerged as a substantial force following their strategic alliance {NDA}accession in Delhi-theirs paradox partnership with disillusioned Nitish Kumar started from here. I am reiterating over the word “paradox” since despite representing contrast views on some crucial issue; they could remain together with eyeing the path of development as major plank for politics in Bihar.
Before the British colonialism, terrains of present Bihar known for the all good reasons; later the Bengal presidency proved to be worst on development indices-following the shifting of British base from Calcutta in 1911.However, the state of this region, Assam, Bihar, Meghalaya, Orissa, Tripura, West Bengal improved a lot for at least next two decades after the independence but in present scenario, only Bihar could be figured out on the healthy development criteria.
Once “An Area of Darkness” termed by “The Economist”, Bihar today is a beacon of fair change among the Indian state with consistently relying upon the sole framework of development. Despite facing the massive floods and successive two years of drought with spiraling two-digit inflation, state did fairly well in improving physical infrastructure, law&order, education, primary health facilities etc-besides growth of service sector and checking an outbound migration is Herculean accomplishment.
With the less volatile contribution of tertiary sector {59.5%}, State GDP growth registered an average 11.35%in the last five years against an average of merely 3.5%in the RJD rule-Per Capita Income rose from Rs7, 442 in year2004-05 to Rs13, 559 in 2008-09. Poverty rate too halted at 38%-a satisfactory level even if not an ideal figure; these statistics are not manipulated as the State’s Economic Survey2010 has been closely monitored by the Central agencies and other think tanks working in the sphere of economic research. Apart from political compulsions, Nitish Kumar government has shown enough willingness for change with appropriation of dynamicism and innovation that were a long due.
He emphatically focusing on the balance prospect of growth, especially in the social domain-after five years, he is indeed now more capable to lead Bihar towards a bright economic prospects; if he would come back whose chances are very strong than state of affairs will touch an unprecedented positive pace. For me, it’s a matter of great exuberance that at least Bihar among the Indian States is banking upon the theme of development. From Kashmir to Kanyakumari and Arunachal Pradesh to Rajasthan –themes of politics are different and governance is being put aside. Development of Bihar is essential for itself and whole nation…hope the political laboratory of India would manufacture some sensible inferences out of the verdict in this election.

Before the British colonialism, terrains of present Bihar known for the all good reasons; later the Bengal presidency proved to be worst on development indices-following the shifting of British base from Calcutta in 1911.However, the state of this region, Assam, Bihar, Meghalaya, Orissa, Tripura, West Bengal improved a lot for at least next two decades after the independence but in present scenario, only Bihar could be figured out on the healthy development criteria.
Once “An Area of Darkness” termed by “The Economist”, Bihar today is a beacon of fair change among the Indian state with consistently relying upon the sole framework of development. Despite facing the massive floods and successive two years of drought with spiraling two-digit inflation, state did fairly well in improving physical infrastructure, law&order, education, primary health facilities etc-besides growth of service sector and checking an outbound migration is Herculean accomplishment.
With the less volatile contribution of tertiary sector {59.5%}, State GDP growth registered an average 11.35%in the last five years against an average of merely 3.5%in the RJD rule-Per Capita Income rose from Rs7, 442 in year2004-05 to Rs13, 559 in 2008-09. Poverty rate too halted at 38%-a satisfactory level even if not an ideal figure; these statistics are not manipulated as the State’s Economic Survey2010 has been closely monitored by the Central agencies and other think tanks working in the sphere of economic research. Apart from political compulsions, Nitish Kumar government has shown enough willingness for change with appropriation of dynamicism and innovation that were a long due.
He emphatically focusing on the balance prospect of growth, especially in the social domain-after five years, he is indeed now more capable to lead Bihar towards a bright economic prospects; if he would come back whose chances are very strong than state of affairs will touch an unprecedented positive pace. For me, it’s a matter of great exuberance that at least Bihar among the Indian States is banking upon the theme of development. From Kashmir to Kanyakumari and Arunachal Pradesh to Rajasthan –themes of politics are different and governance is being put aside. Development of Bihar is essential for itself and whole nation…hope the political laboratory of India would manufacture some sensible inferences out of the verdict in this election.

Lukewarmness in Accountability
Multitasking like a growing banyan tree have adversely shadowing the Indian political space, this is now a frequent and established phenomenon that vehemently breaking the ethos of public accountability.
Among few sleepy options, sports chosen to be an area of commercial pastime by the high rank politicians-worst of all, by taking into account of marginal-utility principle, they grossly subsuming the task of in an unfortunate single row. Now a days, it’s hard to anticipate the area of interest and experiences of politicians, at least in top order who matters most-ironically, in this new game, there’s nothing exist like opposition except ideologically stricken left parties.

BJP as a party and stakeholder in Indian politics is facing an unusual sort of deficiency in issues and leadership-derailed transition of party leadership is making things impossible for them to foresee real issues at the moment.
Lack of opposition zeal’s are indeed the most surprising outcome of the recent time-though exception exists but on matter of their own existential issues, such as on caste census, women’s reservation etc. The convergence of mode and agenda of two vital components {ruling and opposition parties} are very shocking from the basic point democratic point of views-such circumstances abnormally breaths on the vulnerability of public issues.
Amidst the hullabaloo, a mean path has emerged into popular political stand; the formidable among its evangelist is Congress leader, Digvijay Singh, who is showing rare gesture of hide and seek with his colleagues-like a gifted batsman, he is demonstrating clever footwork on political pitch. In recent past, he has chosen some matter of highest sensitivity, issued his opinion like a maverick albeit in same skill accommodated the resistance followed by it-so, overall resultant left was zero, an abysmal number in solitaire.
Forthrightness remains another front where the acts of Ministers like, Jairam Ramesh and Shashi Tharoor appears fairly silly-where apart from outspokenness, Jairam Ramesh has shown some remarkable reform in his Ministry of Environment &Forest, on the other hand casualness of approaches led Shashi Tharoor out of Ministry and high perception.
One common thing among the Ministers which they all have forgotten that politics is completely an art rather a science as its being preaching blindly in Universities-here uncertainty is strictly attached with the ones action and failureness to live up on expectations. So, arrival of high placed persons from International Multilateral Organizations like, U.N and others have added more unusual alienation in Indian political sphere rather impacting on the matter of significance.
This new political culture is indeed marks a shift of political attention from the ground realities…a section of peoples are absolutely availing the fruits of neo-liberal economy but a big mass is on the verge of pauperization as their skills are hardly considered competent in changed set of productions and services.
Moreover, whose features appears as long hours of work with negligible earning, lack of any social security or labour protection and extensive use of child labours-now debate on history and most of book launches are accompanied by the glamorous cocktails where the issues are exactly placed outside of its sphere. For remaining different in such scenario, one have to show indifferences with deviants and at events of all sorts…political, industrial, intellectual etc; then freedom of expression can only live up in reality.

End of Jyoti Basu Era
A life of struggle and unprecedented political success; integrity and commitment all the way defined the towering persona of Jyoti Basu-last long marchers of Indian politics. An exemplary life met to final rest on January 17th, 2010 in Kolkata, after witnessing a prolific life span {July 8th, 1914-January17th, 2010}-infact he remained a man of immense political stature, one of India’s frontline illustrious leaders and statesmen from the past century.
Despite hailing from a non-political albeit privileged background, this man has credit to consolidate the idea of communism in the land of India and serving West Bengal as independent India’s longest serving Chief Minister {June 1977-November2000}.
This chief architect of Indian communism led the Communist Party of India {Marxist} and left front to the first five of its seven successive assembly elections-amazingly introduced Land reforms in West Bengal that significantly consolidated a rural class.This most reliable Bhadra Lok from Bengal was known from practicing a single buzzword called-responsibility which he never let apart from himself; in his consistent stint, he laid the way to democratization of Panchayati Raj in West Bengal which immensely benefited the landscape of rural Bengal {Gram Bangla}.
Austerity and entrusted democratic elements within his personality always enabled him to defy any sort of covering for his or governments shortcomings-he tried to met with the developmental challenges like, education, health, industry etc; establishment of the Haldia Petro-Chemical Complex and the creation of an atmosphere of communal harmony was few among his great contributions.
If Marxist leaders-E.M.S.Naboodiripad, B.T.Ranadive and Basavapunniah evolved themselves as exponents and developers of Marxist theory; some others-P.Sunderaiyya, Pramode Dasgupta and Harkishan Singh Surjeet significantly added value in organizational affairs-Mr. Basu’s great strength was lies in another domain-masses, in simplest evaluation, he would be best identified as a teacher and evangelist of communism and egalitarianism.
This epoch maker of Indian politics had sensed very early the dawn of soul calling during his Senior Cambridge at St. Xavier’s school-he shared such bubbling thoughts with his doctor father that I don’t feel like going to school-later listening of icons like Subhas Chandra Bose at Calcutta Maidan in 1930’s along with his cousin by symbolically wearing an unmatched homemade Khadi attire greatly inspired him for service of nation.
He offended through suppressive acts of British police on demonstrators and like a true budding revolutionary faced baton charges-in further course as a student of prestigious Presidency College, he morally supported the rebellion in Chittagong Armory Raid in 1930’s {Interview with Jyoti Basu by Parvathi Menon, Frontline, December 3-16,2005}before moving to Middle Temple to be a Barrister{London}in 1935,immediate after the completion of B.A{Honours in English} from Presidency College {Calcutta University}.
That decade was stuffed with upheavelling inferences-students particularly those from Indian sub-continents were concerned with the freedom struggle in the institutions like, Oxford, Cambridge, and London School of Economics etc. Then communist leaders from India and-Muzaffar Ahmad in particular were in fine touch with the Communist Party of Great Britain{CPGB}which used to inspire the grooming student revolutionary like, Hiren Mukherjee, Sajjad Zaheer, Jyoti Basu and many others contemporaries to come back in own country and work for the party.
By same linkage and inspiration, the London based Indian students formed All Greta Britain Indian Students Federation, London Majlis {Jyoti Basu was General Secretary} and Indian League {Krishna Menon}; there job was
to hold meetings about the development of freedom struggle in country and when leaders like Nehru, Subhas Chandra Bose, Bhulabhai Desai, Vijaya Laxmi Pandit and others went to London, they hosted receptions in their honour.
Time spent in London were equally flamboyant as his later life; here he was deeply influenced with the lucid and scholaric narratives of Harold Laski, Rajani Palme Dutta {Reporter, Third International} and Brother Clemens Dutta, Bhupesh Gupta-which in his own words proved contagious, so, before waiting for his final results of Bar at Law, Jyoti Basu returned to Calcutta on January 1,1940 and joined the party only two days later-infact it was a daring departure from a comfortable career in legal practices to the rough pitches of politics.
He forayed to the space of Indian communism in a very unusual era of its maneuverings-party was still not being able to emerge from the transition with Congress charisma and later party’s decision to support the imperialist war as peoples war since its ally U.S.S.R was attacked by the Germany in 1941 was right till than because in India, a sort of silent consensus was prevailing in favour of Soviet Union as mass perception and even the voices like Tagore regarded U.S.S.R as defender of civilization; but party’s move to dissociate itself from Quit India movement in 1942 proved blunder in longer course where it loosed the touch from peoples on pan country scale.
Anyway that wasn’t true replica of Jyoti Basu, like a true volunteer he did exemplary services during the very adverse phages of riot {1946} and Great Bengal Famine in 1949, in which approximately thirty lakhs lives lost. In 1944, Mr. Basu moved to trade union work {port dock} and later started building a railway union in the region named as Bengal Assam Railway Workers Union-his legislature journey also begins from same Railway constituency in the government formed by the Muslin League under the Suharawardy in 1946. Despite of some ups and downs, the left played very decisive role in the freedom movement.
His roles formidably grew within and outside the party in independent India-he hold the charge of Secretary of West Bengal Provincial Committee of the Communist Party of India{CPI}from 1952 to 1957; was elected to assembly in 1952,57,62,67,69,71,77,82,87,99. He also served as Leader of opposition in assembly from1957-1967 before holding the charge of deputy Chief Minister in the two united front governments in West Bengal{1967-69}.
Finally he emerged as Chief Minister on June21, 1977 and further led the Left Front government for five consecutive terms before voluntary relinquishing the office as CM on November 6,2000-indeed he succeeded to provide an alternative form of governance. There are very few examples like operation Berga which he introduced in 1978 with the help of Kishan Sabha for distribution surplus land-he executed a very sound land reform in West Bengal which entirely redefined the existing state of affairs.
He always believed that communists are destined to play a major role in preserving the country’s secular and egalitarian credentials; he remained acutely conscious of his Marxist identity, but for sure, he wasn’t quite the purist that Basavpunniah or Ranadive were. He never detached from party line even for a while albeit used pragmatism in statecraft-example like policy on Foreign Capital Investment {1994}, in which he regarded the role of private sector in the development. Without any suspicion, he would have been the tenth Prime Minister of India in 1996 if he acted in his best capacity, instead he shown greatness by following the ethics of Party’s principles.
This grand old man of Indian politics never hesitated from the consensus based maneuverings and remained instrumental in the formation of most of the non-Congress government at the centre; even he pioneered for the first UPA
Government in 2004. Lastly he was very genuinely a leader of the masses and in many ways his passing away signals the end of an era.

Revival of Bihar
The economy’s spectacular growth in five years up to 2008-09 was propelled by the initiatives at the grass root level, with the traditional backward and poor states turning into miracle economies. The economic miracle of Bihar became possible through increased cumulative development expenses; Rs 35,364 crore was spent in last four years which remarkably proved turnaround for the shake of Bihar.Indeed economic revival also brushed the ill impressions about the state to an extant; even deputy Chairman of Planning Commission, Mr. Montek Singh Ahulwalia who recently visited the Bihar, admitted that its economy has recorded a “desired growth” in the past three years-this is a positive indication from the broader perspective.
Erstwhile distortions of Bihar’s economic performances could be attributed to the malign rule of RJD led government which could raise and spent only Rs.25,000 crore in their havocking fifteen years long rule-what one can expect in such dismal investments except loosing one by one, the all glories of Bihar that it has been availing since the time immemorial.

It’s a explicit truth that once a country grows swiftly; increased government revenues can be better infused in social sectors and various welfare programmes-plans like NREGS, Bharat Nirman, Sarva Siksha Abhiyan, the farm loan waiving and enormous oil subsidies becomes practically possible through the same growing volume of economies albeit rapid growth has been substantially inclusive, but not entirely, so much more is required public delivery at the bottom level.

Hurdles of Participatory Democracy at Panchayats
It is now universally recognized that goals of development, eradication of poverty, gender justice, literacy, health and several other programs and their imperatives that make for humane and civilized living cannot be met by state alone through the centralized planning. Collapse of the U.S.S.R and other satellite states in Europe have irretrievably discredited planning from above, it has now been realized that if there has to be efficiency and equity in delivery of services, greater participation and better accountability in governance from local bodies would be much required now than they have been doing so far.
The 73rd and 74thamendments of the Indian Constitution represents a watershed in the evolution of local government in India. They affirm not only that local bodies have constitutes the gamut of local governance but also that they form an integral and vital part of the whole gamut of governance in India, they are no more the “creatures of the state governments”.
But one of the apparent shortcomings of the amendments is that their still have considerable discretion's at the hands of state governments regarding the financial and administrative charges of the local bodies. The consequences have been that there is wide variation in the actual functioning of the local bodies in different states of India, some states have been more faithful to the spirit of the amendments mode and they endeavored to give panchayats a considerable autonomy and financial aid.
However some states have been tardy in this respect, they view the panchayats not as partners in development but as rivals in governance. However it must be admitted that state alone are not responsible for the uneven performances of the local bodies.
There are still some parts in India particularly in north where rigid, patriarchal and the other centuries old beliefs and practices do not being disappeared , in these state there are still exists only the formal representation of women’s at local levels .
Their authorities are effectively dominated by their men folks through remote control of any judgments in their hand they confined in most of cases like nothing more than a puppet, there are immense conditional similarities could be found in the case of Schedule casts and Schedule tribes in state of representation. In some places they have been able to effectively raise their voices and express their concerns, but in most of places they have reduced to the status of mute spectators.
Such state of affairs are arising due to stickiness of authority with the male dominance, this trend is hardly reversed even after the implementation of women’s reservation in many states. Effects of these maladies are universal in all communities irrespective of their position in social hierarchy which causing for the suppression of aspirations and innovations among the women’s.
There may be some solace to found the growing proportion of participation in Panchayat elections but it’s alone is not sufficient for smooth functioning of this lower tier of democracy, I think apart from all regular practices at Panchayat level there is dire need to take some stringent action to ensure fair participation as well as representation . The priorities should be to…
1. Lessen the strife during polls
2. Strengthening of women’s candidate with aim to end the pseudo representation
3. Better placements and assistance to the economically marginalized candidates ( in terms of ensuring some financial assistance by the government only)
4. Transparency in bureaucracy
5. Better monitoring by election commission etc.
Apart from such measures there is need to alter the groupism and narrow favor’s during the Panchayat elections, because such tendencies are severely hampering the universal rights of franchise among the socio economically weaker sections. As peoples will is foremost for any political consensus, so, it should be always taken into account that each and every vote is indispensable and crucial due to having lower intake of numbers (voters) in Panchayati constituencies.
Without ensuring the efficiency and fairness at local level of governance it would be a distant dream to meet with the goal of social security programmers. Positive initiatives like NREGS, is coping with frequent hurdles because of practical shortcomings of governance and lower awareness among the peoples.
Institutionalization of participatory democracy at local level becomes very strategic because it is quite imperative to avail the advantages of citizenship and social welfare schemes. Euphemism are rampant now a days among the leaders to woo the voters without aversion to unethical practices, opportunism, hate speeches, double speaking, blame games, promises , dreams ,despair, failure, success, casteism ,religion etc are being increasingly evident from the speeches of political players that means the macro area of unbiased development forfeited its claim from their priorities because it’s considerably felt by them as a feeble determinant of their fate in electoral field.
Obviously what happening this time is not an unique occurrences because there are numbers of such obscene remarks and situations could be easily found from the page of sixty two years of democratic history of India.
Though the scale is certainly deteriorating much faster now in comparison with the initial phase of post independence when the principles was at least followed by the most of democratic representatives; now the case is entirely reversed as their motive and aim of electoral participation. What we are witnessing now a considerable erosion of decency from its participants… though still we have some exceptions who stands for cause based action but caught in awkward situation like a flickering lights amidst the violent storm, hope they will keep striving for a healthy ambiance to sustain real politic in democracy.
Despite following the principles of Westminster model, Indian democracy stands with unique proposition because its inheritance of democratic values from across the world, besides its own geographic, demographic and cultural diversity impulse it for own conditional set of democratic model.
Consequently Indian democracy apart from being biggest in size also endowed with all the uniqueness which is very scarce in other democracy, but such uniqueness must regarded as strength rather than a loopholes. But contrary to such positiveness we keep witnessing a series of awkward behaviors of politicians in recent times in state like Gujrat , Bihar, West Bengal , Andhara Pradesh, Delhi etc and there are many more to come in near future and even after.
In such situation a common men reduced to being a mute spectators by such unfair happenings and their glamorous portrayal by media. The new nexus are created and devastated by the political parties during the elections as per their conditional needs, sometimes these seems so opportunistic that even a master of probability can not guess the next result of its outcome.
What changes has taken place in Bihar and U.P are sufficient to acknowledge the downward trend of Indian politics. In U.P alliance are formed on caste basis to uplift their position against the growing might of ruling party, more or less the political development in Bihar having emerged from similar apprehensions.
Merely four years back RJD and LJP were caught in cut throat battle with each other for their positions in state assembly elections, than the political agenda of LJP was development, which the state have been denied under the RJD rule so far, now those issues are fall back of their agenda, there real issues is now to regain their lost political position in state by pursuing new agendas.
Why such shifting is inevitable in their agenda? There may be a long debate on this question but in short such unpleasant moves are reflecting the growing divide between peoples aspirations and interest of political parties, which is absolutely unfortunate for our democracy as well as for our life. What I mean to say by all these examples that peoplecentric issues are diminishing from political space and a new wave of rhetoric’s are taking place among the political parties to sustain their credentials, sometimes it seems contrary to our own democratic achievements which has been culminated in independent India.
To sustain and blossom the democracy peoples must deified the false rhetoric’s of political parties and indulge in action to uplift their own genuine vision for their own life, their society and their nation.
If peoples would stand with their vision ,the political parties would also act in same manners otherwise the case may working different direction. We should have to act genuinely to live the broad dreams for our own nation, of course every conscious people must rethink about their own new role to strengthen the democracy because there is reason for each and every one among us to put their action for broader causes. We have some good news in terms of finding some new inclusion in our political spaces like active arrival of Shashi Tharor and some more candidates from different professional field.
So, it’s time for us to strongly condemn the political hypo crates and create a new level playing field in our democracy. Reinforcing of greater role of mass people will eradicate the culture of false promises and betrayal from our political system…Let us strive for better public appearances with great determination to save the humane civility.

Stop shunning politics
It’s now become out of fashion to talk about politics in its real terms or in ideological framework. Political practices of a large masses are gradually being confined to the electoral activities…even theirs participation are far from satisfactions. Even though it could not be denied that Indian Democracy has been successfully strengthening democratic institutions throughout the years since independence.
No doubt, the size, peaceful and punctual rotation of governments, diversified representation etc are some strong points in favor of Indian democratic system; but all such indications not necessarily ensures the proper representation of citizens will or genuine quest for own role in political system. Such passivity effects like a handicap on political system which lucidly evaporating the crux of democratic spirit as well as weakening the participatory structure.
Overall such happening creates sense of despair among masses regarding the role of authority, on the other end representatives by large unlikely felt any incentives regarding their role towards citizens.Why shunning politicians?
Indeed, it’s common realization that most of representatives falsified their promises during their tenure, to some extant claim is not wrong but it’s not entirely true, because we have to look at the exceptions too. In the sixty two years of post independence we could easily locate the increasing wave of corruption and dutilessness by politicians, though the scale of such tendencies was not so rampant in early phase because, ideal of freedom struggle was than existed amidst the political arena and leadership have had vision for national consolidation on various fronts.
In subsequent phase political arena immensely exposed to the tracts like opportunism, regionalism, castism, criminalisation, etc which all led to fractional way of politics where to cite idealism became day by day difficult and focus were hugely shifted from development path.
Statistically development remain on the right track but it’s bright side have been not availed equally by lower strata of society, here we got lag behind from our constitutional aim of inclusive development.
So, at this major front on establishment of socialistic principles largely jeopardized in the growth agenda. Such deterioration at public arena is not an independently aroused conditions rather it’s crystal reflexion of equally deteriorating civic morale among the citizens. Falling quality of citizens action towards their democratic rights is a major reason of their estrangement from decision-making mechanism of government.
Once,eminent political scientist Rajani Kothari coined a term” criminalisation of politics” on burgeoning proportion of criminals in politics later by naturalization of their presence it became imperative to modify the quotation as ”Politicization of criminals” which revealed the demerit of quick adoption among the citizens before any short of political representation. Rule in a democracy indeed aroused from the electoral management, which doesn’t allow any political party to come in limelight without having support from mass majority.
So, rule under any elected government signifies respectively by the majoritarian views, means largely representations reflects the morale judgments of Voters in a Democracy which is true at least in principles.
Their sensitivity or insensitivity could be best seen in their scale of tolerance of that particular representation which came in to force through their own act. A sensitive saying of Meri Antoniate (French Queen) during the great French Revolution fueled the rage and sensitivity towards such reckless behaviour, which later caused for the end of Monarchy and ushering into new democratic domains that means the basic pillars of democracy endowed the determining rights in the hands of citizens.
Now its practices depends upon the morale constraints of peoples because whatever will be the representation they would have most determining influences over it, and off course they keep holding magic key of the golden gate. So, one most abscond from shunning politics and politicians alone.
Off course there will be chances of exceptions because every judgment not necessarily have justification for representatives action as authority and opportunity are having some rapid quality of changes, which may or may not be as per the expectations of a democratic participant. Despite acknowledging variable human nature and core of Machiavellian tracts we can’t stop ourselves from being sanguine in our further action at democratic arena.
So, we have to learn making appropriate decision to strive better for our political as well as other key rights instead of becoming merely vocal towards political system or politician. We should have dare to stand with our judgment before frustrating over the act of politician.
Since they are not aroused in isolation; means our selections reflects our leaning in individual life. Even though some times we may caught in option-less circumstances due to ineligible options. To cope with such odds we have to strengthen the people’s initiatives in different domain to see on various options. Because even any utopia (political) can be succeeded only with the participatory action, so this could be best met with remedy from people’s side.
The primary stage of such deliberation should be started from prioritizing the common sacrosanct matters that must be based on principles of common good and in later phase of development our evasive attitudes should be wiped out, in its place a well-structured and meticulous plan should be formed for the further activism.
It must be kept in mind that for countering politician’s insensitivity; a great move of democratic reform among with active participation from every section of society would be extremely worthy. So, participatory action would be a major ‘strive’ in an effective quest of democratic restructuring in peoples favor. Sometimes it is evident philosophical during the layout and execution of any major democratic plan, but there is nothing wrong in it, as an initiation have to arouse from idea which later ushering into practical format; so, these are some initial complexities which get sort out with the time factor.
Time is ripe now for a democratic reform in India…meanwhile even some subtle change in peoples attitude can fetch many positive outcome from political system. At this juncture it would be quite essential to deify the both existing as well as potential culprits of democracy with their electoral rights during the contest.
Universal and adult suffrage are most prolific investment to cope with the odds of democracy…a consineful judgment can create a lot of difference in our public and personal sphere.A political system could not be run in isolation especially a democracy, which needs consistent feedback for its smooth functioning since it’s quite compatiable with it’s essence. There is no alternative of active and quality participation…quality means here the capacity to acknowledge the critical facts related to the governance and their own duty in civil life.
Achieving a realistic goal in a democracy requires dutiful involvement from its citizens. It would be most wise step to stop shunning politics or politicians for their idleness instead every realistic and efficient persons should come forward and lend their contribution for an effective democracy. One should not immune from politics but must keep oneself immune from its maladies. Reward and blame system must be availed by its participants (Both the voters and representatives) comprehensively.
